I know that Honda made the NSX but in USA its named under Acura, why is that?
And why isn't Nissan GTR under Infiniti? (I know Nissan build it)

For a start, prior to the NSX, there was no such models, plus the Acura brand had been going for a few years, the NSX being a luxury car, it made sense for it to be sold as an Acura
On the other hand the GT-R have got a strong heritage from Nissan, via motorsport and videogames such as Gran Turismo, therefore it wouldn't make sense for it to be a Infiniti

Those questions were debated for years up to the launch of each car. Nissan decided that a high powered limited production sports car with a noisy transmission was a better fit the Nissan line. GT-R is kind of quirky and not as luxury as the Infinity's other cars. Acura was a better fit For the NSX. In America because a NSX price might not sold as well at Honda dealers. I am glad Nissan Decided to give Nissan dealers the GT-R.
