I have WD-40ed the silver latch in the middle under the front hood after popping it, yet it still won't budge. I have been using the car for the last 3 months, it used to be used by my brother. He told me he never had such a problem. This small problem is causing a big headache.
I can pop the hood from inside my car, THAT IS NOT THE PROBLEM.

Once the hood is popped, I cannot get it fully open because the latch located UNDER THE HOOD, does not move.
