I should agree with Jac.

A faulty relay or a faulty temperature sensor.

Since the temp. sensor is a non-moving part, it is more probable to be the relay. Relay for cars tends to be mechanical types.

engine thermostatic is bad.

sounds like you might have a bad coolant temp sensor or a stuck fan relay.

i'd say that you have a bad relay

I too have a 91 Acura Legend and I too had the same problem. It was my fan relay. It was $27.95 for the part at O'Reilly auto parts and it took all of about 10 minutes to replace
